Azerbaijan's Consolidation of Control and Reconstruction

Restoration of Azerbaijani administration

After September 2023, Azerbaijan established full administrative and security control over Nagorno-Karabakh.

Azerbaijani institutions replaced the former Armenian-run administration.

The government began incorporating the territory into its national administrative, economic, and infrastructure systems.

Azerbaijan presented these developments as the restoration of sovereignty after decades of separatist rule.

For Armenian refugees, the same developments confirmed that the political and security environment they had known no longer existed.

Reconstruction programs

Azerbaijan announced extensive reconstruction and redevelopment programs for territories regained during the 2020 war and the September 2023 offensive.

Projects included roads, airports, housing, utilities, public buildings, and other infrastructure.

The government also promoted the return of Azerbaijanis displaced during the First Nagorno-Karabakh War.

These displaced Azerbaijanis had their own legitimate claims to homes, property, security, and restitution.

A comprehensive historical assessment must acknowledge that the region's conflicts created multiple generations of displaced populations.

The challenge of competing property claims

Reconstruction raises complicated questions when buildings, land, or settlements have histories involving multiple displaced communities.

Some properties were abandoned during the First Nagorno-Karabakh War, occupied or reconstructed under Armenian administration, and subsequently abandoned again in 2023.

Fair resolution requires credible documentation, transparent procedures, and respect for individual rights.

Neither the displacement of Azerbaijanis in the 1990s nor the displacement of Armenians in 2023 should be used to justify denying the other population's rights.

Demographic transformation

The most consequential change was demographic.

For generations, Nagorno-Karabakh had contained Armenian communities with distinct religious, linguistic, and cultural traditions.

After the exodus, almost all of those communities were absent.

The territory remained geographically recognizable, but its human landscape had fundamentally changed.

Streets, schools, neighborhoods, and villages once inhabited by Armenians were no longer functioning as Armenian communities.

This demographic transformation is one of the defining historical consequences of September 2023.
